Fair Work is the national system. Sole trader, partnerships, and some other entities are not covered by Fair Work rules. These businesses can contact Wage Line instead;

You may be able to stand down employees if your business is closed under Government direction, there is a stoppage of work due to lack of supply outside the employers control, or a JobKeeper enabled direction is applied under the temporary changes to the Fair Work Act.

If employees can't work remotely they may be able to take unpaid leave, or annual leave.
